try login at www.bethesda.net accept the new regulation and check account if that works. check so your firewall and router doesnt block connection to skyrim.exe. check your firewall and router rules so they do NOT have double and tripple+ settings. buggy settings they sometimes can bug at that. if have mutliple rules of same program.
